Project Life Cycle FAQs
Find Funding
Principal Investigators are responsible for locating their own funding opportunities and writing all scientific content for the proposal.
Please reference the Eligibility page to determine if you are eligible to serve as a principal investigator.
Consult with your URA to determine if Baylor is eligible.
For some funding opportunities, the sponsor may limit the number of applications which can be submitted from a single institution. In these cases, the OVPR's Limited Submission procedures will be applied to determine which faculty may represent Baylor with a full proposal. Click here to learn more about limited submissions.
It is important that recipients of fiscal resources, designated as either Gifts for Research or - for Sponsored Programs, follow consistent procedures when accepting and utilizing funds. Click the link below to learn more about gifts and grants.

The types of expenses that are allowed on a grant may differ by sponsor and type of grant. Contact your URA for guidance on allowable expenses.
Facilities and Administration (F&A) refers to research costs that cannot be easily allocated to a particular research project. For most sponsors, Baylor has a negotiated rate based on the project's direct costs. Your URA can help you understand F&A and make sure it is handled correctly.
Some opportunities may limit the number of submissions by academic unit or institution. If this is the case, please review the Limited Submission policy and process and contact your URA.
Route & Submit Proposal
No. Your URA will guide you through the process of obtaining all necessary institutional approvals and submitting your proposal to the sponsor. Contact your URA for more information.
The 10-5-3 policy sets out requirements that must be met by the principal investigator no later than 10, 5 and 3 business days prior to the sponsor deadline to ensure timely submission of a proposal. Click the link below to read more about the policy.
Letters of Intent (LOI) submitted to external sponsors are not required to be reviewed by the Office of the Vice Provost for Research unless the LOI is for a limited submission opportunity or requires a detailed budget and/or detailed cost share as part of the LOI.
Set Up Project
No. Baylor will receive an official award notice directly from the sponsor.
If signatures by both parties are required, the signature process can take time. Federal awards that require no modification, once reviewed, often move to post-award for setup in Ignite with minimal delay. Delays can be the result of incomplete training requirements (e.g. conflict of interest), compliance requirements (e.g. IRB, IACUC, etc.) or other award clarifications needed.
Manage Project
Access the PI Project Tracking Dashboard in Ignite for the current balance.
Close Project
Contact your Post-Award URA to request a no-cost extension if allowed by the sponsor.
Work with your Post-Award URA throughout the life of the project to ensure that expenses are incurred within the project’s period of performance. Spending near the project’s end date may require specific, documented justification.
PIs are responsible for all programmatic reporting. Post-Award is responsible for tracking that programmatic reporting has been completed. Post-award is also responsible for all financial, intellectual property and equipment reporting. Sponsors may vary in who has submission access for both programmatic and financial reporting. Work with your Post-Award URA to understand these roles.
