VPR Update: Waco Family Medicine Research Agreement
In March of 2021, the entity previously known as the Waco Family Health Center underwent a reorganization, merging all the services offered and capturing the Center’s 16 clinics and residency program under a single publicly identifiable name, Waco Family Medicine. Baylor University has had a long and highly beneficial relationship for both our faculty and our students with the different divisions of Waco Family Medicine, across both the research and internship/practicum platforms. As part of this transition, it was decided by both entities to reframe our previous agreements under one master agreement, covering both areas previously under contract and new opportunities moving forward. OGC and the Department of Institutional Effectiveness have been working with the Vice Provost for Research to put into place this Master Agreement with Waco Family Medicine, and the contract was executed by both sides, effective January 1, 2022.
At this time, there is one known exception to this Master Agreement – this does not cover those situations which entail the hiring by Waco Family Medicine of Baylor graduate students as WFM employees, for which OGC previously drafted Memorandums for the departments. WFM’s employment agreements dictate the terms of those arrangements. Please contact OGC if you have any questions.
This executed contract can be found in TCM as TCM #11677. Please note, to avoid any confusion, the record shows the entity’s legal name, the Heart of Texas Community Health Center, as Waco Family Medicine is a “doing business as” name. The structure of this contract is similar to what is used by the University with Baylor Scott & White Health:
- The Master Agreement covers all terms and conditions and overrides any Program Agreements or additional terms in the occurrence of conflict.
- Each individual program/project/clinical/practicum/internship/opportunity should be documented by a Program Agreement, which is attached as Appendix B to the Master Agreement, and is also attached to this email as a PDF document for your use. These should be completed by input from both Baylor and WFM parties. Any additional, non-conflicting terms should be attached to the relevant Program Agreement for the applicable program, and each completed Program Agreement should be entered into TCM for documented signatures.
- Please note: A Program Agreement is not needed for single occurrence lectures or joint-committees. A Program Agreement is meant to provide further details and/or terms surrounding an educational opportunity for our students or any activity that involves shared funding or reimbursement.
If you are currently engaged in an agreement with Waco Family Medicine or one of its divisions, you will most likely fall under this new agreement and need to enact a Program Agreement. Both entities would like to move to bring all programs under this Master Agreement as soon as possible. Please read over the attached Master Agreement, and prepare a Program Agreement for your relevant area for signature by both parties. Your WFM contacts may or may not have received word of this change as yet; please feel free to share as needed.
