FAQ: New F&A and Fringe Rate Agreement

Baylor has received a new Facilities and Administration (F&A) rate agreement for sponsored programs. The new F&A rates will be applied beginning with proposals due 9/1/2024 or after.  

FREQUENTLY ASKED QUESTIONS:

When are the new rates effective?

The Fringe Benefit rates are effective 6/1/2024 and have already been applied to active awards in Ignite.  

The F&A rates are effective 6/1/2024, with a subsequent change on 6/1/2025, but the rates will only be applied to proposals due 9/1/2024 and after.  

What does this mean for proposals?

Proposals that are due 9/1/2024 or after will utilize the new rates.  

What does this mean for existing awards?

Baylor will not apply the new F&A rates to active awards.  The new Fringe Benefits rates have already been applied to active awards in Ignite.  

Does this change the way F&A recovery is distributed?

No, the internal distribution of F&A remains the same.  

What if my new award is made with the new F&A rate even though my proposal didn't include the new rate?

Baylor will reduce the F&A rate on incoming awards to the proposed amount to ensure adequate budget to carry out the project.

 Can I use the off campus rate?

The Off Campus rate is applied for activities that are more than 50% performed in facilities not owned by Baylor.

How do I decide which rate to use?  

The rates are applied based on information the PI provides at the time of proposal.  For guidance on determining the purpose of a project, see OVPR guidance here.  OVPR will make the final determination as to which rate is appropriate in cases where a determination is needed.
